Does the City of Berkeley offer Shelter, Homeless, and Emergency Services?

The mission of the Housing and Community Services Department is to produce, preserve and support affordable housing in order to help meet the housing needs of Berkeley residents, especially those who are low-income, homeless, seniors, disabled or have special needs.

Please click to view City of Berkeley Homeless and Emergency Services The City of Berkeley also offers a Shelter Plus Care Program. The Berkeley Shelter Plus Care Program has been an important component of the continuum of care for people who are homeless and disabled.

The Shelter Plus Care Program is funded by the U.S. Department of Housing and Urban Development to provide housing subsidies to people who are homeless with a disability due to a serious mental illness, chronic drug or alcohol dependence, or HIV/AIDS. The Program is administered by the Berkeley Health, Housing & Community Services Department in collaboration with Mental Health Division, and several community-based service agencies.

The program combines a rental subsidy with ongoing supportive services to assist chronically homeless individuals and families to obtain and maintain housing.

Please note: Alameda County Social Services Agency provides cash aid or housing voucher assistance to families and single adults who are homeless or at-risk of becoming homeless in the county. They are available by dialing 211 or 888-886-9660. Outside of California, ca11 510-727-9560.
